حسب موقع دادس أنفو المهتم بالشان المحلي بالجنوب الشرقي للمغرب فقد تم صباح امس السبت « اختطاف » حميد بركى، احد أعضاء حركة على درب 96 التي تقود الاعتصام البطولي بإميضر ضد نهب شركة المعادن التابعة للهولدينغ الملكي لثروات المنطقة منذ سنتين . وأوضح مصدر الموقع أن سيارة سوداء من نوع « بيجو 306 » توقفت بمحاداة الطريق الوطنية رقم 10 بالمكان الذي يقام فيه الجمع العام للساكنة، على الساعة العاشرة و ثلاث وخمسين دقيقة صباحا، حيث تم اقتياد حميد بركى نحو السيارة من طرف ثلاثة أشخاص مجهولين بزيّ مدني والتي انطلقت في اتّجاه مدينة تنغير. و اكد اعضاء من حركة على درب 96 انهم يجهلون مصير حميد بركى وانهم ينتظرون عودة ابيه الذي سافر الى تنغير للبحث عنه، كما اكدوا ان السلطات اقدمت على قطع التيار الكهربائي على المعتصم في محاولة لانهاءه source: MRM/facebook .

الاستاذة مريم قرابطي تحكي عن تجربتها أثناء الحراسة النظرية بإحدى كوميساريات المغرب الرائع على اثر نضالات الاساتذة من أجل حقوقهم بالرباط .
في حدود منتصف الليل طلب منا مرافقة ضابطين و نزلنا إلى الطابق التحت أرضي كنا نمشي واحدا تلو الأخر في ممرات ضيقة تحجب عنا الإحساس بالعالم الخارجي وتؤذن ببداية تجربة جديدة، في آخر درج فتح أمامنا باب حديدي نصفه العلوي عبارة عن قضبان حديدية إنه " لاكاب" أول كلمة لقطتها أذناي " سير تق...د، دبا نجي نخ...رك، أولد...." لم أصدق ماسمعت تمعنت حولي فإذا بي أرى رقابا من وراء القضبان تتطلع إلينا. 
تم تجريدنا من أحزمتنا ومن الحلي والنقود والوثائق و اقتيد رفاقي إلى الزنزانة بينما جلست القرفصاء إلى جانب سجينتي حق عام قرب المرحاض مفترشة الإسمنت في بداية دجنبر، طالبت بتمكيني من دوائي لكنهم أبوا في البداية ومع إصراري تمت الإستجابة لمطلبي، كان المكان يعرف حركة دؤوبة و لم يكف الباب الحديدي عن استقبال الوافدين، كان الكل يدخن بشراهة شيئا فشيئا بدأت أحس بضيق في صدري وصعوبة في التنفس نتيجة انعدام التهوية ورطوبة المكان ورائحة المرحاض والسجائر والمخمورين و المضايقات، طالبت بإسعافي وأخبرت الحراس بمرضي لكنهم أبوا ولم أستيقظ إلا في مستعجلات إبن سينا بعد استدعاء سيارة الإسعاف. أثناء إغمائي لم اكن فاقدة للوعي تماما وفي الطريق إلى المستعجلات سمعت أحد رجال الوقاية المدنية في سيارة الإسعاف يشتمني ويسبني بكلمات نابية لأنني كنت السبب في خروجه من الثكنة في الخامسة صباحا حيث قال:" الله ينعل دين امك القح...ة، خرجتينا فهاد البرد معا الخمسة د الصباح". 
بعد حقني وإسعافي أعادني أربعة عناصر داخل سيارة "بارتنر" إلى " لاكاب" لم أستطع النوم طيلة ال 48 ساعة لجلوسي طيلة اليومين في ممر إسمنتي وبمحاذاة باب المرحاض، ففي اليوم الثاني من الحراسة النظرية خرجت سجينتي الحق العام وبقيت وحدي إلى جانب حوالي 140 سجين في مكان تنعدم فيه أدنى شروط الإنسانية، كانت حينما تصادف عيناي أحد السجناء يبادر إلى سؤالي: " واش شدوك سكرانة مع شي واحد" أو يرمي إلي بعبارات التحرش الجنسي... 
كانت نظرات السجناء والحراس تجردني من ملابسي وتغتصب تفاصيل جسدي. وضعونا مع سجناء الحق العام وعوملنا معاملة قاسية أهينت بها كرامة الأستاذ حتى أنه في الوقت الذي كنا سنقتاد فيه إلى المحكمة للمثول أمام قاضي التحقيق يوم السبت 07/12/2013 وعندما حاولت الإتصال بوالدتي من خلال هاتفي النقال الذي مكنوني منه في آخر لحظة قال لي أحد الضباط: " حيدي هاذاك التيليفون ولا غانفرع لدين امك عينيك القح..ة" ليحتج عليه زملائي ويبدأ مسلسل آخر من السب والشتم. 
تم تقديمنا أمام قاضي التحقيق بمحاضر ملفقة رفضنا التوقيع عليها حيث طالبت هيئة دفاعنا بحفظ الملف ليتم متابعتنا في حالة سراح. 
إلا أن ما ينسينا مهانة الإعتقال هو يقيننا بعدالة مطالبنا وأن الهجمة الشرسة التي قوبلت بها نضالاتنا إنما تؤكد على أن حل هذا الملف ليس قطاعيا محضا بل يستدعي إرادة سياسية حقيقية تروم إصلاح المنظومة التعليمية ككل وإرساء دعائم تعليم شعبي علمي ديمقراطي وموحد يحترم أطره ومتمدرسيه بعيدا عن الخطابات البيداغوجية من قبيل المخطط الإستعجالي التي يحاول النظام من خلالها ستر عورته. كما أنه لم نعد نكتفي بطلب الترقية المباشرة للذين لم يستفيدوا منها منذ 2011 ؛ بل بترسيخها في النظام الأساسي لأطر وزارة التربية الوطنية كمكتسب لا محيد عنه.

Ahmed Babeit سنة 1989 كنا في مهمة عسكرية و التقينا ببعض المجموعات التابعة للناحية . و عرفني احد المقاتلين الاوائل الذين قاتلوا مع الشهيد محمد .و حكى علينا هذه الحادثة في احدا المعارك البطولية للجيش الصحراوي على القوات المغربية و بعد اشتباك ناري كثيف اقتحموا الموقع المغربي و كان محمد رحمة الله علية من يقود الكتيبة اول من دخل الموقع و بقى واقفا على جندي مغربي جريح و طلب منه الرحمة ينتظر من يصل من رفاقه حتى وصل الاول من المقاتيلن و قال له بالله عليك لا تقتلوه لقد طلب مني الرحمة و اصبح في حراسة ذلك المقاتل. وواصل الشهيد محمد التقدم في اوكار العدو يقاتل حتى ان سقط شهيدا في احد المعارك البطولية بشهور في معركة ليتيمة يوم 24 غشت 1977

تجربة سجن ستانفورد- من اغرب التجارب في التاريخ!
في دراسة أثارت جدلا واسعا، قام عالم النفس الأمريكي الكبير "فيليب زيمباردو" بتجربة شهيرة سميت "سجن جامعة ستانفورد".
قام الرجل بتقسيم مجموعة من الطلبة لمجموعتين، مجموعة لعبت دور مساجين و الأخرى سجانين، في سرداب جامعة ستانفورد الذي تم تقسيمه ليبدو كسجن.

قام الرجل بإحكام الحبكة لدرجة أخذ الطلبة "المساجين" من بيوتهم مقيدين بالأصفاد، على يد الطلاب الذين لعبوا دور السجانين و قد ارتدوا زي ضباط شرطة.
كانت القاعدة الوحيدة في اللعبة هي: لا قواعد.. على السجانين اتخاذ كل التدابير اللازمة كما يحلو لهم ، دون أي مساءلة من أي نوع.

و كانت النتيجة كارثية أثارت جدلا أخلاقيا واسعا في الأوساط العلمية..
راقب الرجل في قلق التحول المرعب الذي حدث للسجانين الذين يشعرون ألا مساءلة لهم مهما فعلوا.. فقد فوجئ و هو يراقبهم عبر شاشات المراقبة، كيف أصبحوا يتعاملون بخشونة و عنف لدرجة تعذيب زملائهم، رغم أنهم عرفوا بتهذيبهم و هدوئهم و تفوقهم الدراسي الذي جعلهم يلتحقون بهذه الجامعة العريقة..

أوقف الرجل التجربة فورا.. و قد استنتج شيئا أصبح موجودا في كل مراجع علم النفس الاجتماعي الآن..

هكذا يعيش 5000 ملياردير في المغرب

5000 هو عدد الميليارديرات في المغرب، ممن يصرون على إظهار مظاهر غناهم في وقت ترزح فيه فئات من المغاربة تحت سيف الفقر.
يركبون سيارات الفيراري، والمازيراتي واللمبرغيني، لباسهم فاخر لا يحيد عن العلامات التجارية الراقية، ولم يعودوا يؤمنون بشعار البرجوازية القديمة " عش سعيدا، عش في الخفاء"، بل اصبحت قاعدتهم هي إبراز مظاهر غناهم.
 
تأخذنا مجلة Le temps لهذا الأسبوع، لعوالم الأغنياء، معتمدة على أرقام المندوبية السامية للتخطيط، التي حددت عدد المليارديرات في المغرب في 5000.
 
ومن أولى مظاهر غناء هذه الطبقة الميسورة، هو العلامات الفاخرة في الملبس أولا، فلم يعد من داع للانتقالا إلى محلات الشانزيليزيه بباريس، مادامت أرقى الماركات فهمت أنه لابد منها أن تنتقل إلى حيث يقطن أغنياء المغرب، ففتحت فروعا لها، في أروقة ومحلات، لايقل ثمن المعطف فيها عن 5000 درهم.
 
وعددت Le Temps مظاهر الغنى لدى ميليارديرات المغرب، حيث يتنافسون في اقتناء اللوحات الفنية الراقية، واصبح من العادين أن يدفع أحدهم مبلغ 100 مليون سنتيم.
 
وامتدت الرياح المخملية، إلى مأكل هؤلاء الميليارديرات، فباتوا يميلون إلى المطاعم الأجنبية، التي تقدم وجبات تصل إلى 1200 درهم.
 
أما من جانب الخدات الخاصة، فتنقل لنا المجلة، كيف اصبح سعر خدمات "الكونسيارج" السنوي يصل إلى 50 مليون سنتيم، تشمل خدمات السائق، والعناية بالسيارات، والحراسة المنزلية وفي المناسبات الخاصة.

"Le crépuscule d’un roi" est le titre du troisième livre d’Ali Amar. En avant-première mondiale, le compte rendu d’un livre étonnant qui introduit la science-fiction, le cabotinage, les approximations et le mensonge dans l’essai journalistique.
"Ce livre raconte l’histoire prémonitoire d’une chute annoncée. La fin brutale d’un règne mais aussi très probablement celle d’une dynastie fondée au siècle de Louis XIV". Ainsi commence le troisième livre d’Ali Amar, intitulé "Le crépuscule d’un roi" et dont la sortie aux éditions Calmann-Lévy est prévue pour les premiers mois de l'année 2014. Dans les 250 pages du livre, Ali Amar prédit la fin du règne du roi Mohammed VI et la chute de la monarchie alaouite. Tout au long de son livre, Amar accomplit des prédictions sur un ton impérativement performatif. Amar se garde bien de nous dire quel oracle il a consulté pour écrire son livre, mais il nous sert ses prophéties comme des faits inéluctables. Exemple : "La grande surprise que connaît le monde arabe viendra du Maroc où contrairement aux apparences, la monarchie alaouite est en déclin. Et sa fin risque d’être tragique, plongeant le pays dans un terrible chaos dont personne ne semble encore y croire, ni mesurer les conséquences pour les décennies à venir". Les phrases apocalyptiques de ce genre sont légion. A la lecture du livre, tout lecteur marocain n’aura qu’une envie : se cacher, verrouiller portes et fenêtres ou courir vers l’Atlas chercher refuge au sommet d’une montagne, car Ali Amar prédit la peste, le choléra, la plaie de la mer, la plaie des fleuves et le déluge sur le Maroc. Et il ne craint pas le ridicule dans son numéro à nous faire peur.

Prédicateur de malheur
On connaissait à Ali Amar beaucoup de qualités et on le savait capable de nombreux tours comme enrichir par la seule grâce d’un autographe un négociant espagnol de la somme de 100 millions de dollars (voir portrait). Mais on ignorait l’étendue de son talent et son aisance à jouer le rôle d’une Cassandre, d’un Nostradamus et autres prédicateurs de malheur. Car on découvre dans ce livre un Ali Amar qui a la capacité de lire l’avenir et de débiter des oracles. On lui découvre aussi un don insoupçonné de théâtralisation. En plus du titre du livre, sorti tout droit d’un opéra de Wagner, Ali Amar cherche des accents et des trémolos tragiques dans l’espoir de nous donner la mesure de la gravité de la situation : "le décor de la tragédie qui se noue est déjà planté. Une situation politique et économique des plus critiques, une société déboussolée, des décideurs-voyous. Telle est la réalité explosive du Maroc après quinze années de règne de Mohammed VI", écrit-il. C’est davantage digne d’un cabotin que d’un essayiste. Car il faut oublier l’essai journalistique, genre auquel est censé appartenir ce livre qui en viole les règles et les fondements à chaque phrase.

Il est surprenant de la part d’une personne qui se proclame journaliste d’oublier le factuel, les faits et rien que les faits, pour se plonger dans l’imaginaire et la voyance. A défaut de trouver dans le réel des arguments, à défaut de mener les investigations propres à l’essai journalistique, Ali Amar fait dans la science-fiction. Et quand il essaie d’argumenter, c’est encore pire que quand il joue aux devins. Illustration : dans la première phrase de son livre, Ali Amar prédit la chute de la monarchie. Dans la deuxième phrase de ce même livre, il écrit : "Ce constat terrible paraîtra injustifié pour ceux qui vivent dans l’insouciance et l’aveuglement". Depuis quand une prédiction est-elle un constat ? Depuis quand cherche-t-on à hausser au rang de constat une fausse prophétie ? Depuis quand tient-on ce que l’on veut ardemment qu’il se produise pour un constat à partir duquel on essaie de construire un cheminement discursif ? Ce tour de passe-passe, tendant à faire admettre au lecteur ce qui n’est pas pour ce qui est, est la démarche qui caractérise le mieux l’argumentation de l’auteur.

Prophéties, cabotinages, argumentation oiseuse
Prophéties, cabotinages, argumentation oiseuse et violation des lois qui régissent l’essai ne sont pas les seules qualités d’Ali Amar. Car il y en a une autre : l’approximation. Dans tout livre d’investigation, l’on cherche à ce que des témoins crédibles nous en  apprennent sur le sujet traité. L’on sait très bien que c’est la qualité des témoignages et des investigations qui fait la valeur de ce genre de livre. Là encore, rien de sérieux. Des phrases jetées par-ci, par-là. On ne sait pas si les protagonistes cités ont fait les confidences à l’auteur lui-même. On ignore les sources de l’auteur. Et on ne peut même pas espérer trouver la référence d’où l’auteur a extrait sa citation. Exemple : "Si ça continue comme ça, ça va mal finir", fait dire l’auteur à Mostafa Terrab, patron de l’OCP. Où cette phrase a-t-elle été prononcée par Terrab ? Quand ? L’auteur se garde bien de nous le dire. Il nous sert des ragots, sans l’abc de l’exercice journalistique, et nous demande de le croire exactement de la même façon qu’il nous demande de croire en ses pouvoirs de devin.

Autre qualité notable d’Ali Amar dans ce livre : le mensonge. Exemple : "Des manifestations continuent d’être organisées dans toutes les villes du royaume et, fait nouveau, les slogans appellent même souvent au renversement du trône. Impensable il y a quinze ans, le slogan "Mohammed VI dégage!" est désormais repris en cœur". Toutes les villes du royaume seraient donc en ébullition sans qu’on le sache, sans que l’on ne retrouve le lendemain les traces de voitures calcinées, de chaussures perdues dans les courses avec les forces de l’ordre. A lire ce livre, on croirait que le Maroc est à feu et à sang. On aurait peur d’envoyer ses enfants dans les écoles. On penserait que les émeutes font rage, que l’armée a déployé des chars, que l’état d’urgence est proclamé. Et on a beau chercher de toutes nos oreilles des cris hostiles au roi, on n'en trouve pas. On a beau fouiller sur Internet pour trouver le slogan que l’auteur affirme être repris en cœur, il est le seul à l’avoir entendu. On finit par comprendre le mystère des voix que Ali Amar entend quand on apprend que l’auteur a aussi le pouvoir de faire des reportages sur le Maroc sans y être. Ali Amar voit, écoute depuis son domicile en Slovénie de bien curieuses choses qui se produisent au Maroc.

رحبت وزارة الخارجية المغربية في بلاغ لها بمصادقة البرلمان الأوروبي على اتفاقية  الصيد البحري بين المغرب والاتحاد الأوروبي. وهذه المصادقة لا تشكل قفزة نوعية في العلاقات الثنائية بين الطرفين بقدر ما أنها جاءت نتيجة تنازلات مغربية مست السيادة على الصحراء.
ويعتبر البيان الصادر أمس أن مصادقة البرلمان الأوروبي على الاتفاقية في تصويت جرى أمس الثلاثاء قفزة نوعية في العلاقات الثنائية نحو مزيد من التعاون، ويبرز البيان أن المصادقة “تزكي الجهود التي يقوم بها المغرب في مجالات التنمية البشرية المستدامة والنهوض بحماية حقوق الإنسان وتؤكد مصداقية النتائج التي تحققت وجدية المؤسسات الوطنية في هذا المجال”.
وكان وزير الخارجية المغربي قد صرح يوم 6 نوفمبر الماضي في البرلمان خلال مناقشة ميزانية وزارته أن العلاقات مع الاتحاد الأوروبي لم تعرف تطورا بل تراجعا، وبالتالي يبقى التساؤل هل شهدت العلاقات تطورا خلال هذه المدة القصيرةجدا؟
والواقع أن الاتفاقية لا تعكس نهائيا تقدما في العلاقات بل تراجها بحكم أن المغرب اضطر الى تقديم تنازلات وقبوله شروطا للتوقيع على الاتفاقية، لاسيما وأن الوزارة لا تقدم مضمون الاتفاقية الى الرأي العام المغربي ولم يعقد لا وزير الخارجية ولا وزير الزراعة والصيد البحري عزيز أخنوش ندوة صحفية للإلقاء الضوء عليها.
في هذا الصدد، جاءت مصادقة البرلمان على الاتفاقية بعدما قبل المغرب بشروط قد يمكن اعتبارها تمس نسبيا سيادته ومغربية الصحراء لأنه قام بتمييز منطقة الصحراء في الاتفاقية حقوقيا وماليا عن باقي مناطق المغرب. وهذا ما أكده وزير الصيد البحري الإسباني أرياس كانييتي في مناسبات عديدة عندما قال أن الاتفاقية الجديدة تأخل بعين الاعتبار الهواجس الحقوقية وتنمية مناطق الصحراء التي يطالب بها بعض النواب، في إشارة الى الأحزاب اليسارية والخضر والليبراليين.
وعلاقة بالنقطة الأولى، قبل المغرب بتخصيص جزء من التعويض مباشرة الى منطقة الصحراء، بل وستقوم لجنة أوروبية بمراقبة ما سيتم تخصيصه.
وبشأن النقطة الثانية، تعهد المغرب باحترام حقوق الإنسان في الصحراء بل وحق الاتحاد الأوروبي تعليق اتفاقية الصيد في حالة ما إذا أثبتت التقارير الحقوقية وقوع خروقات. إذ هذه المرة سوف لن يتم اللجوء الى التصويت كما حدث يوم 14 ديسمبر الماضي عندما تم إلغاء الاتفاقية بل إلغاءها مباشرة.
وعلى مستوى التصويت، يكشف التصويت أن المغرب لم يحقق نتيجة يمكن اعتبارها قفزة نوعية في هذا الاتفاق. فقد صوت لصالح المغرب يوم 14 ديسمبر 2011 ضد الاتفاقية لألغاءها 296 صوتا، وصوت ضدها 322 بينما امتنع 56 عن التصويت ورفض التصويت 82.
وفي تصويت 10 ديسمبر 2013، صوت لصالح الاتفاقية 310 اي بزيادة 14 صوتا فقط عن المرة السابقة، وعارضها 204 بتراجع يشكل 118 صوتا فقدها البوليساريو، بينما امتنع 49 شخصا وارتفع عدد الذين رفضوا التصويت 202. وبهذا، فالسر في قبول الاتفاقية يكمن في ارتفاع الذين رفضوا التصويت، وأغلب هؤلاء الحزب الاشتراكي الأوروبي.
ويأتي المصادقة على الاتفاقية لأن الحزب الشعبي فتح مفاوضات مع باقي الأحزاب المحافظة المنضوية ضمن “الأحزاب المسيحية المحافظة”، كما أن الحزب الاشتراكي طلب من باقي الأحزاب الاشتراكية عدم المعارضة أو على الأقل عدم التصويت نهائيا، وهو ما التزم به أغلب النواب الاشتراكيين الذين لم يصوتوا رفقة الأحزاب المحافزة المعارضة للتوجه الأوروبي.
وهكذا رغم ما يمكن اعتباره انتصارا رمزيا للمغرب باإعادة اتفاقية الصيد البحري، تؤكد المعطيات أن الدبلوماسية المغربية ارتكبت خطئا فادحا بقبولها شروطا تمس سيادة المغرب على الصحراء على شاكلة اتفاقية التبادل الحر لتمييزها الصحراء عن باقي مناطق المغرب. فكيف ستعامل البرلمان المغربي مع الاتفاقية؟

LAAYOUNE, Western Sahara - Police clashed with stone-throwing demonstrators in a city of Western Sahara on Tuesday during a protest against a new fishing accord that gives EU boats access to rich coastal waters.
At first, only a few dozen people were able to gather at a time, chant anti-accord slogans and display banners before riot police chased them away in Laayoune city, knocking many people down.
Protesters calling for independence from Morocco were chased through the streets of the city, and some Spanish activists were arrested.
By nightfall, the demonstrations had spread to other neighbourhoods of the city and degenerated into stone throwing clashes between youths and police.
Local hospitals said at least 90 protesters were injured, and the governor's office said 35 members of the security force were hurt.
A foreign journalist on the scene was stopped several times by police to prevent him from covering the protests and nearly had his camera taken away.
Western Sahara is a disputed territory in North Africa, bordered by Morocco to the north, Algeria to the extreme northeast, Mauritania to the east and south, and the Atlantic Ocean to the west.
The European Union parliament recently approved a four-year agreement giving its fleet access to Moroccan waters for 40 million euros ($55 million) a year. The richest fishing waters are off the coast of the Western Sahara, which was annexed by Morocco in 1975.
Activists in the disputed territories say Morocco has no right to enter into treaties concerning their national resources and lobbied against the accord, which was approved by the EU parliament in a 310-to-204 vote, with 49 abstentions.
In December 2011, the parliament let lapse an earlier fishing agreement, partly over concerns about the situation in the disputed territories.
Morocco declares the Western Sahara an integral part of its national territory, but the U.N. is supposed to organize a long-delayed referendum to allow the inhabitants to vote on their fate.
The desert region is also rich in phosphates, and international companies have started looking for off-shore oil deposits.
Unlike in the rest of Morocco, demonstrations are not tolerated in the restive towns of Western Sahara, which are under heavy security.

محكمة طانطان تقضي بالسجن النافذ في حق قائدة المهمشات والسلطات تعنف المتضامنين

قضت المحكمة الابتدائية بطانطان، قبل قليل، بالسجن النافذ لمدة شهر في حق فتيحة بوسحاب، قائدة النساء المهمشات بالمدينة، فيما قامت القوات العمومية باستعمال القوة لفض تجمهر عفوي لرفيقاتها في حركة النساء المهمشات وبعض المتضامنين أمام المحكمة، احتجوا على الحكم الذي اعتبروه جائرا ومجرد تصفية للحسابات، بينما لم ترد أية معلومات بوجود إصابات.

وقد مثلت فتيحة بوسحاب،أحد أبرز الوجوه النسائية المناضلة في طانطان، أمام المحكمة مضربة عن الطعام للأسبوع الثاني على التوالي مطالبة بإطلاق سراحها، بينما عرفت صحتها تدهورا وصفته مصادرنا بالخطير.

وكانت فتيحة بوسحاب قد سقطت مغشيا عليها في قاعة المحكمة، يوم أمس الاثنين 02 دجنبر، جراء إضرابها المتواصل عن الطعام، ونقلت على الفور إلى المستشفى الإقليمي وسط حراسة أمنية، مما أدى إلى تأجيل جلسة محاكمتها إلى اليوم، فيما رفضت المحكمة طلب تمتيعها بالسراح المؤقت رغم خطورة حالتها الصحية.

وقد حضر جلسة المحاكمة يوم أمس الاثنين إلى جانب الحقوقيين والمتضامنين ورفيقات فتيحة، المحاميتان الإسبانيتان ماريا دولوريس ونيفيس كوباس، بينما عرفت جنبات المحكمة إنزالا أمنيا ملحوظا.

يذكر أن فتيحة بوسحاب تناضل إلى جانب رفيقاتها ضمن مجموعة النساء المهمشات: الأرامل والمعوزات، من أجل الحق في العيش الكريم، واعتقلت يوم 21 نونبر الفارط، بدعوى إهانة قائد سلطة أثناء وقفة احتجاجية نظمتها إلى جانب رفيقاتها أمام عمالة طانطان.

لماذا أنا مغربي أقف إلى جانب الشعب الصحراوي

كان أول تعرف لي على النزاع الصحراوي المغربي واحدة من أولى الذكريات و أكثرها لفتا للانتباه في حياتي. ثلاث سنوات فقط مرت على وقف إطلاق النار، حينها كنت أبلغ من العمر أربع سنوات، كنت برفقة أمي و جدي و جدتي لقضاء العطلة في مرزوكة، المدينة الصحراوية الصغيرة التي تقع جنوب شرق المغرب على بعد بضعة كيلومترات من الحدود الجزائرية. خلال إقامتنا بمرزوكة أرادت أمي التي تهوى المغامرة أن تتجول في الصحراء. كان ذلك اليوم الذي اتجهنا فيه عن طريق الخطأ إلى الجزائر، حيث أتذكر رؤية رجل يرتدي عمامة على ظهر خيل يحمل بندقية على كتفه. وفقا لأمي، فقد قال لنا دليلنا أن الرجل على ظهر الحصان من البوليساريو. حينها بدأت بالبكاء ثم ركبنا السيارة و رجعنا أدراجنا.
أصبحت هذه الذكرى أكثر أهمية عندما كبرت، لأنها كانت الصورة التي تنسجم تماما مع ما يقوله لي التلفزيون الوطني المغربي، والكتب المدرسية، والمجتمع. حتى أن الرجل ذو العمامة والذي يحمل بندقية على ظهر خيل أصبح بالنسبة لي تجسيد لعدو بلدي وأصبحت كلمة “البوليساريو” مرادفة لعبارة “خائن”، “قاتل”، “جاسوس” و”إرهابي”.
على شاشة التلفزيون، لم يكن هناك نقاش حول حقيقة أن الصحراء الغربية لنا، و كنا نتحدث عنها كما لو أننا نتحدث عن حقيقة أن الأرض تدور حول الشمس. قيل لنا أنهم المحرضين الجزائريين من كانوا يحاولون مساعدة بعض الإرهابيين على الحصول على هذه الأرض لكي بحيث يمكن للجزائر أن تبني منفذ إلى المحيط الأطلسي مرورا بالصحراء الغربية. أخبرنا التلفزيون أنها مؤامرة كانت تحاك ضد الشعب المغربي. صدقت أنا ذلك.
أصبح يوم المسيرة الخضراء عطلتي المفضلة. عندما كنت طفلا أحببت هذا اليوم كعطلة لسببين. أولا، لأنه كان أقرب عطلة وطنية لعيد ميلادي. ثانيا، بسبب الصور الجميلة والسلمية والوطنية للمسيرة الخضراء. أصبح مشهد الآلاف من المغاربة وهم يسيرون في الصحراء حاملين الأعلام و صور الملك صورة رومانسية بالنسبة لي كما هي لكثير من المغاربة.
عندما كنت طفلا، أحببت أيضا الخرائط. أردت أن أكون رسام خرائط في مرحلة ما من طفولتي، لذلك اشترت لي أمي خريطة المغرب كهدية. لقد كانت واحدة من خرائط الطريق المفصلة و الكبيرة، درست كل تفصيل فيها و أندهشت عندما رأيت إحدى المدن و القرى العديدة التي كنت قد زرتها برفقة أمي شبه المستكشفة، رسمت عليها دائرة بالقلم. ظهرت الخريطة غير مقسمة على طول الطريق إلى لكويرة وقتها أدركت العبارة الشهيرة التي تتكرر على أسماعنا كل ليلة على أخبار التلفزيون الحكومي: “من طنجة لــــ لكويرة”. لطالما كان الراوي المروج هو الذي يهتف لها، متبعا إياها ببيان حول كيف أن إحدى أنشطة الملك اليومية قد حسنت حياة الشعب المغربي “من طنجة لــ لكويرة”.
سيطر علي مفهوم “من طنجة لـــ لكويرة لدرجة أنني أردت أن أخبر للناس أنني زرت كل ركن من أركان المغرب “من طنجة لــ لكويرة”. و هكذا أوضحت ذلك لأمي التي قررت أن تأخذ أختي الصغيرة و أنا في رحلة على الطرق عبر الصحراء الغربية إلى غاية لكويرة. و بينما نحن نتجاوز طرفاية أين ينبغي للحدود أن تتواجد، أصبح السير سلس: لا وجود لنقاط تفتيش عسكرية، و لا شرطة و لا أي شيء. عندها لم يكن هناك شك في ذهني أننا نقود عبر المغرب. ونحن نقترب من العيون، بدأنا نرى الثكنات العسكرية والأبراج. لم أكن أخمن في أي شيء من ذلك.
في بوجدور، رأينا المزيد من المنشات العسكرية، حتى أن جندي مغربي سمح لي بأن أتظاهر أنني أقود إحدى سيارات الجيب الخضراء التابعة للجيش. فور وصولنا للداخلة، بدأنا نرى سيارات دفع رباعي بيضاء تحمل عليها الحرفين “يو أن”. لم أستوعب تمام ما يحدث لكن كل شيء لا يزال طبيعيا.
لقد كان حتى مررنا بالداخلة في طريقنا إلى محطتنا الأخيرة لكويرة حيث بدأت الطريق تبدو أقل سلاسة، بدأت تظهر القيود و حينها أدركنا أن الأمور لم تعد على ما يرام. استوقفنا الجيش المغربي و أمرنا بالعودة أدراجنا محتجا بأنه لم يبقى سوى حقول الألغام في الطريق بين الداخلة و لكويرة. لم استطع تحقيق حلمي بالذهاب من “طنجة لـــ لكويرة”. لم أدرك حينها أن ذلك كان حلما لم و لن يتحقق قط لأنه يستند على الأكاذيب. استغرق الأمر سنوات بالنسبة لي لكي استوعب ذلك.
و حينما كبرت و بدأت أقرأ و أفهم الأشياء، أصبحت منشغلا بأولئك الذين كانوا أقل حظ مني. بدأت أرافع عن حقوق الفلسطيين في بادئ الأمر، بعدها أيقنت أن أغلب المغاربة كانوا أيضا ضحية شكل مختلف من الاضطهاد. لم أمن متأكدا في بادئ الأمر من المسئول عن كل هذه المكعاناة، إلا أن الشيء الوحيد الذي كنت متأكدا منه أنه لربما لن يكون ذلك الملك الرائع الذي دائما ما كنت أراه يوميا يقوم بأعمال خيرية على شاشات التلفزيون.
عندما ذهبت لدراسة الإخراج و الإنتاج السينمائي بكلية في ولاية كاليفورنيا، ذهبت بفكرة أنني سوف أعد أفلاما عن أولئك الذين لا صوات لهم. لكنني لم أكتشف من يسكت أولئك الذين لا صوت لهم، حتى سلب مني صوتي و كاميرتي بمطار فاس عندما كنت أقوم بزيارة صيفية إلى المغرب. لم أن أنوي أن أستهدف النظام حينها. و لكن يعد مصادرة الكاميرا الخاصة بي، أصبحت أعلم حق اليقين من كان وراء ذلك. لقد كان المخزن، النظام المغربي. بعد أقل من عام، اجتاحت المغرب موجة من الاحتجاجات في ما يعرف بــ “الربيع” العربي. حينها أصبحت معنيا، رأيت و سمعت مباشرة عن عمليات القمع و الاعتقالات و أساليب السرية للقصر، و التي بدأت شيئا فشيئا تستفز استيائي.
هذا أدى إلى طرح المزيد من الأسئلة: هل أن كل ما تعلمته كان غير صحيح؟ هل أن معرفتي بالتاريخ المغربي هي معرفة على الإطلاق ؟ ما هي الدعاية الأخرى التي تمت تغذيتي بها ؟ و ذلك عندما بدأت مسألة الصحراوية تتنامى. حينها بدأت بالنظر إليها و أدركت ببطء أنني كنت على خطأ طوال حياتي، هذا يعني إذا أنني كنت في الضفة الخطأ من التاريخ. بعدها أدركت أن الصحراويين هم شعب مضطهد و محتل، تقريبا على شاكلة الفلسطينيين. إن الجيش المغربي هو قوات الدفاع الإسرائيلية بالصحراء الغربية، و المسيرة الخضراء هي هجرة المغاربة إلى الصحراء الغربية، قام ذهني يمزج العلم الفلسطيني مع النجمة و الهلال في العلم الصحراوي: تكون علم أخر في ذهني يرمز للمقاومة. و أصبحت قضايا الشعب الصحراوي و التبتي و الفلسطيني متشابهة في رأيي.
لكن مثل هذا الرأي كان يعد أمرا خطيرا بالنسبة لديمقراطية المغرب المزيفة. لذلك استمريت في هدوئي. لأن تداعيات أن تجهر بصوتك وخيمة، بل إنها تعد من المحرمات. حتى أصبحت الرقابة الذاتية طريقة في الحياة. ففي كل مرة يحدث فيها شيء عن الصحراء الغربية إلا و ألتزم الهدوء. كناشط حقوقي، يعد هذا الأمر خطأ و لا يتناسق ع معتقداتي. أصبحت منافق: فبينما أطالب الإسرائيليين أن يجهروا بصوتهم إلى جانب الفلسطينيين، أظل هادئ فيما يخص الصحراء الغربية. حينها وجدت نفسي مجبرا على الحديث عنها، لكن لم أستطع حمل نفسي على فعل ذلك.
و كانت لي الفرصة عندما بدأت أقترب من المنظمين لمهرجان السينما “في صحراء”، حينها أتيحت لي فرصة و إطار دولي أستطيع من خلاله أن أعبر علنا عن أرائي الحقيقية. شعرت ببعض الأمان و أنا أعبر عن رأيي علنا لأنني سوف أعبر عنه من خلال هذا المهرجان المعروف و الذي يحظى بمتابعة الكثير من الأشخاص عبر العالم. فطالما أن العالم يراقبني أدلي برأيي، طالما أنني أعظم من إمكانية حدوث الصورة الديمقراطية للمغرب التي يحاول المخزن خلقها، لذلك فأنا بأمان.
لقد أدركت أن أغلب المغاربة سوف يحتقرني لأرائي، لكنني أعتقد أن شخصا ما عليه أن يبدأ نقاشا صادقا حول هذه القضية داخل المغرب. إن الوقوف على الضفة الصحيحة من التاريخ دائما ما يكون مؤلما خاصة لأولئك الذين يفعلون ذلك أولا، و لكن في النهاية سوف تنتشر الأفكار و تعم الأسباب و التعاطف. أولئك الذين يقفون في طريق العدالة سوف يبدون على نحو متزايد كما لو أنهم أصوليين، مثل المتعصبين و في النهاية الأمر مجرمين.
لقد بدأت بالفعل أشعر بتداعيات قراري و أنا مهاجم “لتعاطفي مع العدو” و لكوني “موالي للبوليساريو”. و مرد هذه الهجمات التي لا أساس لها هي فكرة دعمي لكيان عسكري و سياسي معين. إلى حد الساعة، لم أبدي شيء. و حضوري في المهرجان هو تعبير عن التضامن مع الشعب الصحراوي، ليس مع البوليساريو. لا يمكنني قط أن أتفق مع أي كيان كان قد استعمل أو يستعمل العنف كوسيلة للمقاومة. حضوري بالمهرجان سوف يعطي للصحراويين وجها للتواصل مع جانب من المغرب لم يروه قط، و لإعطائهم أمل، و تشجيعهم على الحفاظ على سجلهم الخارق و المثير للدهشة في عدم ارتكاب أعمال إرهابية في حق المدنيين المغاربة. هو حالة شاذة في تاريخ الشعوب المضطهدة. فالفلسطينيين مارسوا الإرهاب، و الايرلنديين مارسوا الإرهاب و الباسكيين مارسوه هم كذلك، بينما الصحراويون لم يمارسوه و لذلك فعلى المغاربة أن يدركوا كم نحن محظوظون لعدم وقوعنا ضحية هذا الشكل البشع من المقاومة. حضوري في المهرجان يعطينا كمغاربة صفة الإنسانية في عيون الصحراويين، مما يجعل الأمر أكثر صعوبة لتبرير مقاومة عنيفة. فوجودي يخبر الصحراويين بأن هناك مغاربة على شاكلتي لا يستطيعون مجرد الكلام.
ضعونا كمغاربة لا ننسى لماذا نحن نتواجد في الصحراء الغربية في المقام الأول: لأن الملك الحسن الثاني كان يواجه مقاومة سياسية هائلة من تيار اليسار و احتاج لكسب شعبية و دعم من الشعب المغربي. ضعونا لا ننسى المشاكل الاقتصادية التي نجمت عن الحرب مع البوليساريو و النفقات العسكرية اللازمة للإبقاء على هذا الاحتلال غير الشرعي. لقد عانى المغاربة من هذا الاحتلال أكثر من ما كسب.
و في الختام، لطالما أجببت بلدي. إذا كان بإمكانك تحديد الحب، أستطيع أن أقول بيقين أنني أحب المغرب بقدر ما كنت أفعل قبلا. و الأمر الوحيد الذي تغير هو نوعية و طبيعة حبي الذي تحول: توقفت عن حب فكرة المغرب التي قدمت لي من قبل الدولة. هذه الفكرة و التي صنعها المخزن لغرض الحفاظ على الدولة القومية العصرية ما بعد الاستعمار، و التي تحتوي على “حزمة من المغاربة” فإذا رفضت شيئا من تلك الحزمة، تنبذ على الفور، و يطلق فورا عليك “خائن” و معادي للمغرب. أهم مكونات الحزمة هي الإيمان بالملكية، الإيمان بالله، الإيمان بالموروث العربي كالأبرز و السائد، و أخيرا الإيمان بمغربية الصحراء. أنا أرفض كل واحدة من هاته. فأنا يمكنني أن أكون مغربي في حين أرفض الملكية، و يمكنني أن أكون مغربي فيما أرفض التراث العربي و أحتضن التراث الأمازيغي، كما يمكنني أن أكون مغربي و أرفض فكرة أن الصحراء الغربية تنتمي للمغرب. من خلال رفضي لكل هذه الأشياء، أقول أنني لا أحب “حزمة” المخزن و لكن بدل ذلك أنا أحب الشعوب، الأرض و الثقافات المتعددة تشكل بلدي.

 في الوقت الذي كان فيه من المفروض على الدولة المخزنية برئاسة محمد الخامس ومعه حفنة حزب الاستقلال تحقيق على الأقل بعض مطالب الجماهير الريفية للحد من اتساع رقعة الثورة على الأقل في بعض جهات الريف الأخرى، كان محمد الخامس وطغاة حزب الاستقلال يجتمعون في مجالسهم الوزارية وفي بعض الأحيان الملحونية لاتخاذ مزيد من القرارات الجائرة والظالمة في حق أهالي الريف بهدف إخماد ثورة الريف الديمقراطية. وبعد سلسلة من المباحثات والمداولات التي كان يشرف عليه محمد الخامس في ظل حكومة بلافريج الاستقلالية (21 ماي 1958 إلى دجنبر 1958) التي اتخذت فيه طبعا عدة قرارات تدعو إلى القضاء على ثورة الريف الأمازيغية بشكل سريع، وفي الوقت نفسه كان يعطي فيه محمد الخامس أوامره وتعليماته لأعوانه المستعمرون الجدد في الريف يطلب منهم قمع وسحق الريفيون المنتفضون، أو «المحرضون «و «الدجالون« كما كانوا ينعتون ويصفون من طرف محمد الخامس، جاءت حكومة جديدة، هذه المرة من الجناح اليساري الرديكالي لحزب الاستقلال يرأسها عبد الله إبراهيم، وما يهمنا نحن في هذا السياق هو أن أهم وأخطر المجالس الوزارية التي انعقدت ضد الريف، كانت تلك المجالس المنعقدة في ظل حكومة عبد الله إبراهيم الاستقلالية (24 دجنبر 1958 -23 ماي 1959) التي كانت توصف تلك الحكومة الإرهابية قسرا وافتراءا بالحكومة »التقدمية« طبعا تقدمية في الإرهاب. لقد كان أولى مجالس الإرهابية هو المجلس الوزاري الحربي المنعقد في يوم 26 دجنبر 1958 تحت رئاسة العلوي محمد الخامس الذي خرج بعدة توصيات وقرارات تدعو كلها إلى سحق الانتفاضة الأمازيغية في الريف و قتل ثوارها بالتدخل العسكري و بالأسلحة الثقيلة، وقد صادق على القرار كل من سلطان المخزن محمد الخامس والقيادة العليا للجيش المخزني أمثال الجنرال الكتاني والجنرال أمزيان، هذا دون أن ننسى رئيس أركانها الحسن الثاني، هذا بالإضافة إلى كل من رئيس الحكومة عبد الله إبراهيم ووزير الداخلية إدريس المحمدي ووزير الدفاع المخزني أحمد اليزيدي من حزب الاستقلال الذي كان ضابط سابق في الجيش الفرنسي الاستعماري....

Le budget alloué à la monarchie marocaine est régulièrement en hausse et dépasse de loin celui de plusieurs grands ministères. Une ligne de crédit pharaonique qui échappe à tout contrôle, s'indigne le site Demainonline.

"Dignité pour tous !" fut la revendication maîtresse du Mouvement du 20 février [mouvement de contestation lancé le 20 février 2011]. Elle signifiait, et signifie encore, égalité de traitement pour les puissants comme pour les plus faibles. A bientôt trois ans du fameux soulèvement populaire, je réalise combien nous sommes encore éloignés de toute dignité. Ce qui était supposé rendre le Maroc meilleur s'est révélé pure escroquerie.
Pour s'en convaincre, il fallait se trouver le 11 novembre 2013 à la séance de la commission des finances du Parlement marocain. Il s'agissait d'examiner le projet de budget du palais royal. Une séance pour la forme. Clairsemée et expéditive, elle raconte l'histoire indigne de douze députés qui, en moins de dix minutes et sans coup férir, ont augmenté le budget d'un seul homme de 8 678 000 dirhams [774 455 euros], pour mettre à sa disposition 2 585 447 000 dirhams [230 734 295 euros], quand des départements ministériels aussi sensibles que la santé publique, l'éducation nationale, la jeunesse et les sports ou encore la culture doivent se glisser dans le chas de l'aiguille pour faire passer des budgets au demeurant dérisoires au vu de l'ampleur de la tâche qui leur incombe.
L'omerta et un halo de mystère
Si l'énormité du budget ou plutôt du butin en question met à rude épreuve le mythe du "roi des pauvres", soigneusement entretenu par un entourage royal véreux, la disproportion de traitement entre le palais et les autres départements explique en grande partie le train de vie surréaliste de la monarchie marocaine, l'enrichissement exponentiel du roi et de sa famille, et la place qui est celle de notre pays : à la traîne de tous les indices mondiaux du développement.
Et c'est précisément parce que le diable se cache dans les détails que l'opacité, l'omerta et un halo de mystère enveloppent un peu plus, d'une loi de finance à l'autre, les dépenses du palais comme son budget de fonctionnement, qui équivaut à celui de quatre ministères réunis : les Transports et l'Equipement, la Jeunesse et les Sports, la Culture, et enfin l'Habitat et l'Urbanisme.
D'autres détails trahissent encore le peu de scrupules que manifeste Mohammed VI à puiser sans compter dans les deniers publics, comme cette ligne pompeusement surnommée "Dotations de souveraineté". Rien de moins qu'une caisse noire mise à la disposition du roi, qui représentera cette année 517 164 000 dirhams [46 153 517 euros] que l'intéressé s'acharnera sans aucun doute à consommer, comme de coutume, en totalité, sans que personne ne vienne jamais s'enquérir de la façon dont les fonds ont été épuisés.

Et que dire de ces frais de bouche qui engloutissent 2 % du budget de l'Etat, après avoir fait l'objet d'une brutale augmentation de plus de 55 %, en 2001? A croire que la disparition de Hassan II [en juillet 1999] et l'accession au trône de Mohammed VI auraient déclenché chez ce dernier une fringale soudaine, confinant à une boulimie pantagruélique.
Une fois n'est pas coutume, une voix bien timide, celle du député du PJD [Parti de la justice et du développement], Abdelaziz Aftati, s'est élevée, pour réclamer que des administrateurs viennent s'expliquer sur le montant de l'enveloppe pharaonique que le palais projetait de s'adjuger. Peine perdue, car comme ces vieux singes à qui l'on n'apprend plus à grimacer, nos parlementaires ont passé outre, ayant appris à discerner chez leurs pairs les gesticulations pour la galerie. De simples faire-valoir, qui constituent la façade démocratique du régime marocain.
Alors, de tous ces chiffres astronomiques, je préfère n'en retenir qu'un seul : 200. C'est le nombre de postes budgétaires que nos parlementaires d'un autre âge ont octroyé au palais royal pour l'année 2014, alors que la crise bat son plein et que tous les ministères en sont à contracter leurs effectifs et manquent cruellement de moyens. Deux cents postes et des millions de dirhams qui manqueront cruellement dans l'Atlas, où l'on continuera, sans doute, de mourir de froid, d'inanition, d'enclavement et de misère, lorsque l'hiver sera venu.
Deux cents raisons de conclure, enfin, que le régime politique marocain s'est structuré pour se mettre au service d'un seul homme, empruntant aux plus sinistres mafias leurs coups de main, leurs brutalités, leur collecte de fonds, leur loi du silence, au point qu'il n'a désormais plus rien à leur envier.

Ali Lmrabet/Facebook: Quand j'ai lu sur certains sites que la femme de Tamek a été arrêtée dans un hôtel de Rabat pour "vol", "khiana zaoujia" (adultère), et "échangisme" sexuel, je me suis dit : Quoi, Tamek, que je connais de la prison, est tombé si bas... J'ai alors eu un doute et je l'ai appelé. Il m'a raconté l'histoire dans les détails.
Je me suis alors rappelé ce que les mêmes disaient sur moi et sur d'autres amis ou confrères, dissidents, islamistes, etc., et ce que le Wali et les services secrets de Tétouan ont fait l'année dernière en envahissant ma terrasse, en attentant contre ma "horma".
C'est ignoble, h'chouma !, el Aâr !, ce que le régime marocain fait à ces militants sahraouis. Quel Marocain, digne de ce nom, accepterait qu'on s'en prenne de cette façon à sa femme ?
Et ce régime veut que nous soutenions cette guerre sale...

Le militant indépendantiste sahraoui et suiveur du Front Polisario, Ali Salem Tamek, a été arrêté avec sa femme jeudi dernier aux petites heures de la matinée. Son épouse, El Khalifa Ragbi, était recherchée pour « vol ». Embarqués, selon ses dires, dans une fourgonnette sans « signe distinctif de la police », ils ont été relâchés après heures de détention. Immédiatement, une campagne médiatique s’est abattue sur eux. Nous l’avons contacté.

Demain : Votre épouse, El Khalifa Ragbi, a été arrêtée dans un hôtel de Rabat. Que s’est-il passé ?
Ali Salem Tamek : Merci de me poser ces questions parce que personne ne me les a posées. Nous avons eu droit, ma femme et moi, à un tombereau d’injures et d’accusations ignobles, sans que personne ne daigne nous parler. La nuit du mercredi 13 novembre 2013, j’ai pris une chambre dans un hôtel de Rabat. Le lendemain, jeudi 14 novembre 2013, vers le coup de 7h00 du matin, trois policiers en civil se sont présentés devant ma chambre pour procéder à l’arrestation de mon épouse qui, d’après eux, est recherchée par la police de Laâyoune pour vol. Ensuite, ils nous ont embarqués tous les deux dans un fourgon, qui ne portait, je tiens à le signaler, aucun signe distinctif de police. Au commissariat de police, du quartier de la Tour Hassan, pendant que mon épouse était en état d’arrestation, j’ai contacté Khadija Marouazi, secrétaire générale de l’association Al Wassit pour la démocratie et les droits de l’homme, qui a alerté le président du CNDH (NDLR : Conseil national des droits de l’homme), Driss El Yazami, et le secrétaire général du même organisme, Mohamed Sebbar, que je remercie infiniment. Après plusieurs heures d’arrestation et après qu’elle ait accédé à signer un procès verbal nous avons pu quitter les locaux de la police.
Q : Mais c’est quoi cette affaire de vol ?
R : Le secrétaire général du CNDH, Mohamed Sebbar, m’a assuré que l’affaire est close et qu’il s’agit en fait de vol d’électricité, ce qui n’est pas vrai.
Q : Vous avez été arrêtés tous les deux pour un simple vol d’électricité ?
R : Oui Monsieur ! La police s’est présentée à 7h00 du matin et la fourgonnette qui nous a transportés ne portait pas de signe distinctif de la police pour un prétendu vol d’électricité. Ce prétendu délit se serait produit durant la période de ma dernière détention, en 2010. Il y a trois ans. Or, ma femme a réglé toutes les factures d’électricité avant de déménager dans notre nouveau domicile. Et puis s’il y avait eu un problème de vol d’électricité, nous n’avons dû recevoir une lettre. Mais jamais nous n’avons reçu aucun avis de paiement ou une quelconque mise en demeure. Ni de l’ONE, ni de la police, ni de la justice.
Q : Peut-être que ces mises en demeure ne vous sont pas parvenues ?
R : Vous plaisantez ! Moi, mon épouse et ma maison sommes sous la surveillance étroite de tous les services de police de Laâyoune. Nous sommes le genre de personnes qui ne passent jamais inaperçues à Laâyoune et ailleurs. Croyez-vous que je puisse me déplacer à Rabat sans que tout le monde, je parle des services de police, ne soit au courant ? D’ailleurs, la preuve que cette affaire sent le coup fourré c’est que je suis parti en premier à Rabat, et ma femme m’a rejoint le 12 novembre par le vol AT480 de la RAM. Je vous donne ces détails parce qu’à l’aéroport de Laâyoune et à celui de Casablanca, ma femme a été contrôlée par la police, pour ne pas dire interrogée, mais pas arrêtée.
Q : C’est donc, selon vous, une affaire politique ?
R : Mais absolument. Pourquoi ma femme n’a pas été arrêtée à l’aéroport de Laâyoune, ou dans celui de Casablanca, s’il y avait un avis de recherche ? Et c’est quoi cette rapide médiatisation de cette prétendue affaire de vol ? Enfin, c’est quoi cette autre accusation, ignoble qui cherche à porter atteinte à notre honorabilité de mari et de femme.
Q : Laquelle ? 
R : Vous n’avez pas lu ce qu’ils ont écrit sur certains sites ? Ils ont écrit que ma femme a été arrêtée pour adultère et j’en passe d’autres accusations immondes qui montrent le désir hargneux des autorités marocaines de se venger de moi. Mais ce genre d’intimidations n’est pas nouveau. Tout au long de mon parcours de militant sahraoui pacifique, j’en ai connu pire. J’ai été emprisonné six fois et pendant de longues années. En 2002, j’ai été révoqué de mon travail. Mon ex-épouse, qui se trouve actuellement exilée à l’étranger, a été victime d’un viol collectif d’agents de la DST en 2003 devant ma fille Thawra. En 2005, les autorités marocaines ont tenté de m’interner dans un hôpital psychiatrique, et en 2007, elles m’ont interdit la poursuite mes études universitaires. Vous n’avez qu’à taper mon nom sur Google et vous trouverez dans la presse marocaine des échantillons de la haine déversée sur moi. Tantôt je suis un agent des services secrets algériens, tantôt je suis un agent des services secrets marocains, et cela au gré des circonstances et des situations. Et avec tout cela, certains nous parlent de respect des droits de l’homme.

A nasty spat between Algeria and Morocco over the disputed region of Western Sahara has boiled over anew, as Morocco recalled its ambassador, angry protesters tore down an Algerian flag, and a Moroccan magazine called for land grabs.

When Morocco’s King Mohammed VI meets with President Barack Obama during his visit to the U.S. next week, the monarch will be looking for greater U.S. support as Morocco feuds with regional rival Algeria. The neighbors are jockeying for position in a dispute that leaves little space for the cooperation against al-Qaida in North Africa that Washington and its allies want.
Morocco has long made gaining international recognition for its 1975 annexation of the former Spanish territory on Africa’s Atlantic coast a top diplomatic priority. With Algeria backing the movement seeking independence, the two countries have been at loggerheads for decades.
Last month, Morocco temporarily recalled its ambassador — a major escalation that one former Algerian diplomat called an attempt to gain U.S. backing for its claim to Western Sahara.
“It was surprising and disproportionate,” Abdelaziz Rahabi told The Associated Press, arguing the move was designed to dominate the scheduled visit of U.S. Secretary of State John Kerry this week that has since been postponed.
The U.S. priority in the region, however, has increasingly focused on fighting terrorism, with al-Qaida’s North Africa branch morphing into a Sahara-spanning organization with an elusive presence from the borders of Morocco to Libya. With the two most powerful militaries in the region at each other’s throats, building any kind of regional cooperation — especially to support weaker states like Niger, Mauritania and Chad — has been impossible.
Morocco has proposed wide-ranging autonomy for Western Sahara, but the Polisario Front, the pro-independence nationalist movement, insists that local people have the right to a referendum on the territory’s future as set out in a 1991 U.N.-brokered cease fire agreement that ended 15 years of fighting.
Algeria has backed the Polisario’s claims and provides the group with a haven. It says it is in support of the principle of self-determination; Morocco says it is just a cynical ploy for regional domination.
Morocco withdrew its ambassador on Oct. 30 for four days of consultation after Algeria reiterated its stance that a U.N. observer mission in the region should include human rights monitoring. Morocco has been under fire from human rights groups who say abuse is widespread, but it sees such a move as a threat to its sovereignty.
The Moroccan press savaged Algeria as attempting to dominate the whole region, with the weekly Maroc Hebdo, which often reflects the official position, running a front page story Nov. 1 demanding the return of several border towns it alleged had been “occupied” by Algeria back to the 1960s.
Crowds gathered in front of Algerian diplomatic missions. In Casablanca, a Moroccan man succeeded in scaling the consulate and tearing down the Algerian flag despite the presence of local police.

اعتبرت صحيفة ”الواشنطن بوست” الأمريكية أن نجاح كل من جبهة البوليزاريو والدبلوماسية الجزائرية في كشف الانتهاكات التي تقوم بها قوات الاحتلال المغربي ضد الشعب الصحراوي في الأراضي المحتلة هو السبب الذي جعل المخزن يصعد حملته ضد الجزائر، والتي وصلت الى درجة سحب السفير.
وأضافت الصحيفة أنه في الوقت الذي تجد فيه كل من جبهة البوليزاريو والجزائر أن القانون الدولي يسير في نفس اتجاهها، يجد المغرب صعوبة كبيرة في تفسير مواقفه أمام تصاعد الاهتمام العالمي بقضية حقوق الإنسان في الصحراء الغربية، خاصة بعد أن اقترحت مندوبة الولايات المتحدة السابقة في مجلس الأمن ”سوزان رايس” شهر أفريل الماضي اضافة مراقبة حقوق الإنسان في مهمة بعثة الأمم الى الصحراء الغربية، وهو ما ساهم في حصول جفاء بين البلدين خلال المدة الماضية.
حالة ”الضيق” التي يعيشها المغرب حاليا حول موضوع حقوق الإنسان، اعترف بها أيضا ”كارن روس” رئيس وحدة الشرق الأوسط السابق في بعثة بريطانيا لدى الأمم المتحدة الذي قال ”لما كنت دبلوماسيا قبل 15 عاما لم يكن هناك أي اهتمام بقضية حقوق الانسان في الصحراء الغربية، أما اليوم فان المغرب أمام تحديات كبيرة حول هذا الملف”. وحول الموضوع نفسه اضاف الخبير المغربي حول قضية الصحراء الغربية مصطفى النعيمي ”المغرب اليوم يواجه مشاكل عويصة أمام المجتمع الدولي لاقناعه أن حل الحكم الذاتي الذي اقترحه هو الحل الأمثل لقضية الصحراء وليس استفتاء تقرير المصير، لذا فإن تصاعد قضية حقوق الإنسان تجعله في موقع دفاعي، وللتغلب على هذه التحديات فانه يستعمل جميع أوراقه ومن بينها التصعيد ضد الجزائر”.
كما ربطت الصحيفة بين الحملة المخزنية ضد الجزائر والزيارة المرتقبة للملك محمد السادس الى الولايات المتحدة والتي سيتلقي خلالها بالرئيس باراك أوباما، والتي يريد من خلالها أبراز أنه قادر على إيجاد حل دائم للقضية الصحراوية قبل هذا الموعد، وأول ما قام به هو مهاجمة دور الجزائر، ثم يعتزم زيارة الأراضي الصحراوية من أجل تحسين صورته أمام قادة واشنطن.
وأكدت ”الواشنطن بوست” أن من أهداف هذه الزيارة الرئيسية بالنسبة للعاهل المغربي هوحشد الدعم الأمريكي لصالحه في أزمته مع الجزائر، وهو ما لا يمثل أولوية لدى ادارة أوباما التي يتركز جل اهتمامها على الحملة ضد الارهاب في المنطقة، وأهمها تنظيم القاعدة في بلاد المغرب الإسلامي، الذي يمتد نشاطه في المغرب العربي من ليبيا الى غاية المغرب الأقصى.
وعادت الصحيفة الأمريكية الشهيرة الى عز التصعيد المغربي ضد الجزائري حيث وصفت سلوكه بالمندفع بعد التقارير المتوالية الصادرة عن منظمات حقوقية عالمية، والتي تحدثت عن انتهاكات جسيمة لحقوق الإنسان في الصحراء الغربية، مما جعل الإعلام المغربي يحاول الهجوم على الجزائر ودورها الإقليمي للتغطية على ما يحصل من جرائم في الأراضي المحتلة، والتي وصلت الى حد استغلال ذكرى اندلاع ثورة التحرير في الفاتح من نوفمبر الماضي للمطالبة باسترجاع ”الأراضي المغربية المحتلة” من طرف الجزائر، الى أن حصل حادث القنصلية الذي أقدم فيه شاب مغربي على نزع العلم الجزائري المرفوع فوقها، مستغلا تجمعا تم تنظيمه للتنديد ”بالموقف الجزائري”.

Le protectorat n’a pas commencé en 1912, mais dès 1830. Endettés, menacés, dépassés, les sultans ont préféré brader le royaume plutôt qu’abandonner le trône. Enquête sur les secrets financiers et les intrigues politiques qui ont conduit le pays à la plus grande humiliation de son histoire. 
Il est a priori facile de dater l’histoire du protectorat : 1912 – 1956. Mais ce n’est qu’une apparence, une vitrine officielle. En réalité, l’histoire est plus longue et beaucoup plus complexe qu’on ne pourrait le croire. Quand, exactement, tout a-t-il commencé ? La réponse dépend des écoles. Politiquement, comme on peut le lire chez Abdellah Laroui, “l’Etat marocain a cessé d’exister à partir de 1880” (in L’Histoire du Maghreb), c’est-à-dire au moment où un rendez-vous important, la conférence de Madrid, a placé le royaume sous contrôle international. Militairement, le pays s’est effondré dès 1844, au lendemain de la bataille d’Isly. Economiquement, il a subi des récessions de plus en plus fortes tout au long du 19ème siècle.
Alors, quelle date retenir ? Consensuellement, la plupart des historiens s’accordent sur l’importance symbolique de l’année 1830. “C’est là, avec l’arrivée de la France en Algérie, que l’histoire marocaine a définitivement basculé”, résume le chercheur Mustapha Bouaziz. L’irruption brutale de l’Europe et de son cortège de valeurs agressives (ses armées, ses politiques, son système économique) a plongé le Maroc dans une sorte de purgatoire. C’est l’année où le compte à rebours devant aboutir à un protectorat en bonne et due forme est enclenché.

Quand le vent du nord a souffléNous sommes donc en 1830, en plein cœur de ce siècle où la face du monde est en train de changer. Pendant que la révolution industrielle (chemins de fer, réseaux routiers, exploitation des sous-sols, développement maritime, matériel de guerre, etc.) et la croissance économique gagnent le monde occidental à toute vitesse, le Maroc vit en autarcie, fermé, jalousement replié sur lui-même. De l’intérieur, le pays bouillonne, soumis aux soubresauts d’une folle instabilité politique. L’anarchie régnante fait ressembler l’ancien empire à un homme au bord de la crise de nerfs. Les sultans se succèdent à un rythme frénétique. En un siècle, depuis la mort de Moulay Ismaïl, le pays a connu pas moins de 20 règnes. Certains sultans n’ont régné que quelques mois à peine, alors que d’autres ont pu, à la faveur de coups d’Etat et de renversements d’alliances, abdiquer avant de retrouver leur trône plusieurs années plus tard : à lui seul, le sultan Abdallah II a ainsi accumulé six règnes intercalés d’autant d’intermèdes.
Le pays est globalement coupé en deux : le bled Makhzen (plaines, ports, grandes villes) soumis à l’autorité du sultan, et le bled siba (montagnes) dissident. Les frontières entre les deux Maroc fluctuent selon la fréquence et la portée des harkas, les expéditions punitives menées par le sultan en personne.
L’organisation de la vie sociale repose sur des règles héritées du Moyen-Age. Agriculture, élevage et artisanat constituent l’essentiel de l’activité économique. Le volume du commerce interne est faible du fait de la difficulté du transport : les routes sont inexistantes et l’insécurité est telle que le pays ressemble à un ensemble d’enclaves. Les déplacements sont lents, coûteux et extrêmement dangereux. Les villes fonctionnent pratiquement sous un régime d’autonomie alimentaire et la campagne est contrôlée par les tribus locales. La vie sociale est par ailleurs rythmée par les cycles de famines et d’épidémies. L’enseignement est réduit à sa plus simple expression (le religieux) et reste confiné dans les médersas-mosquées. Et il n’existe d’autre médecine que la traditionnelle, à base d’herbes et de produits-miracles.

Why I'm a Moroccan Standing with the Sahrawi People

My first encounter with the Sahrawi-Moroccan conflict also happens to be one of the first and most striking memories of my life. Only three years after the ceasefire, I was four years old when my mother, my grandfather and grandmother were on a vacation in Merzouga, a small desert town in south-eastern Morocco just a few kilometers from the Algerian border. During our stay in Merzouga, my mother-- a fan of adventure, wanted to go off-roading in the desert. It was that day that we mistakingly drove into Algeria, and where I remember seeing a turbaned man on horseback with a rifle slung over his shoulder. According to my mother, the guide told us that the man on horseback was from the Polisario. I apparently started crying, and we turned the car back.



This memory became more significant as I grew older, because it was an image that harmonized perfectly with what Moroccan state television, textbooks, and society told me. The turbaned man with a rifle on horseback became the embodiment of an enemy of my country and the word “Polisario” became synonymous with “traitor,” “killer,” “spy” and “terrorist.”

On television, there was no debate about the Western Sahara. It was a fact that it was ours, it was talked about like we talk about the fact that the Earth rotates around the sun. We were told that it was Algerian instigators who were trying to help a few terrorists get access to this land so that Algeria can build a road to the Atlantic ocean through the Western Sahara. The television told us it was a conspiracy against the Moroccan people. I believed it.

Green March day, became my favorite holiday. As a child, I liked it as a holiday for two reasons. One, because it was the closest national holiday to my birthday. Two, because of the beautiful, non-violent and patriotic images of the Green March. The thousands of Moroccans who held flags and pictures of the kings and walked across the desert became a romantic image for me as it was for many Moroccans.

As a child, I also loved maps. I wanted to be a cartographer at one point in my childhood, and so my mother bought me a map of Morocco as a gift. It was one of those large detailed road maps, and I studied every bit of it and got excited when I saw one of the many cities and towns that I had visited with my quasi-explorer of a mother, circling it with a pen. The map ran undivided all the way to Lagouira and that’s when I made sense of that famous phrase we hear repeated every night on state television news: “From Tangiers to Lagouira.” It was always a booming narrator who would exclaim it, following it with a statement on how one of the king’s daily activities has made the lives of the Moroccan people “from Tangiers to Lagouira” better.

I became obsessed with the concept of “Tangiers to Lagouira” I wanted to tell people that I had been to every corner of Morocco from “Tangiers to Lagouira.” And so, I made that clear to my mother who decided to take my little sister and I on a road trip through the Western Sahara, to Lagouira. As we passed Tarfaya where a border normally should have been, the drive seemed seamless: no military checks, no police, nothing. There was no doubt in my mind that we were just driving through Morocco. As we approached Laayoune, we started to see military barracks and towers. I didn’t think anything of it.

In Boujdour, we saw more military structures, I even had a Moroccan soldier let me pretend to drive one of the army’s olive green jeeps. When we arrived in Dakhla, I started to see white SUV’s which had the letters “UN” on them. I didn’t fully comprehend what they were but it still seemed normal.

It wasn’t until we drove passed Dakhla, to get to our last stop Lagouira, that the road stopped being seamless, where a restriction was imposed, when something didn’t seem right anymore. The Moroccan army stopped us and told us to turn back, a mine field was all that was left between Dakhla and Lagouira. I couldn’t achieve my “Tangier to Lagouira” dream. Little did I know that it was a dream that could never and should never be achieved because it was based on falsehoods. It took years for me to realize this.

 As I grew older and began to read and understand things, I became concerned with those who were less privileged than me. I began to advocate for Palestinian rights first, then I realized that most Moroccans are suffering too from a different type of oppression. Where the suffering came from, was an uncertainty for me at first, all I knew is that it couldn’t possibly be that wonderful king that I saw doing charity work on television every day.

When I went off to college in California to learn to be a filmmaker, I went with the idea that I will make films for those who are voiceless. I didn’t discover who was taking away the voice from the voiceless until my voice, my camera, was taken away from me at an airport in Fez on a summer visit to Morocco. I had no intentions to target the regime at the time. But after my camera was confiscated, it was clear who was behind this. It was the Makhzen, the Moroccan regime. Less than a year later, Morocco was hit with a wave of protests in what is known as the “Arab” spring. I became involved and I saw and heard first hand of the repression, the arrests and the conniving methods of the palace which I slowly began to resent.

This led to more questions: was everything I learned inaccurate? Was my knowledge of Moroccan history knowledge at all? What other propaganda have I been fed? That’s when the question of the Western Sahara arose. I began to look into it and I slowly realized that I was wrong all my life, that I was on the wrong side of history. I realized that the Sahrawis were a repressed and occupied people, almost like the Palestinians. The Moroccan army is the Israeli Defense Force of the Western Sahara, the Green March is the aliyah of Moroccans into the Western Sahara, my mind took the Palestinian flag and stamped it with the Sahrawi star and crescent: it became another flag of resistance in my mind. Sahrawis, Tibetans and Palestinians became similar cases in my opinion.

But that opinion was a dangerous one in that facade democracy that is Morocco. So I stayed quiet. The repercussions of speaking up are big, it is a taboo subject. Self-censorship became a way of life. Every time something would come up about the Western Sahara I stayed quiet. As a human rights activist, it became a flaw, an inconsistency in my beliefs. I became a hypocrite: asking Israelis to speak up for Palestinians while being quiet about the Western Sahara. I itched to talk about it, but I couldn’t bring myself to do it.

When I was approached by the organizers of the FiSahara film festival, I had an opportunity, an international context in which I can publicly state my real opinions. I felt some sense of security in voicing my opinion publicly because I would be voicing it through this festival which was known and followed by many people around the world. As long as the world is watching me state my opinion, as long as I am maximizing the liability to the democratic image of Morocco that the Makhzen attempts to create, I am safer.

I understand that most Moroccans will despise me for my opinion, but I believe that some one has to start an honest discussion about this issue in Morocco. Standing on the right side of history is always painful for those who do it first, but eventually ideas spread and reason and empathy begins to settle in. Those who stand in the way of justice will increasingly sound like fanatics, like bigots and eventually as criminals.

I have already began to feel the repercussions of my decision as I am attacked for “sympathizing with the enemy” and for being “pro-Polisario.” These unfounded attacks are derived from the idea that I support a specific military and political entity. Yet, I don’t. My presence in the festival is a show of solidarity with the Sahrawi people, not with the Polisario. I can never agree with any entity that has used or uses violence as a mean of resistance. My presence in the festival will give the Sahrawis a face to connect with a side of Morocco they never see, to give them hope, and to encourage them to maintain their miraculous and almost surprising record of not committing acts of terrorism against Moroccan civilians. This alone is an anomaly in the history of oppressed peoples. Palestinians use terrorism, the Irish used terrorism, the Basques used terrorism-- the Sahrawis haven’t and Moroccans need to realize how lucky we are to not have fallen victim to this horrid form of resistance. My presence in the festival humanizes us as Moroccans in the eyes of the Sahrawis, making it more difficult to justify violent resistance. It tells the Sahrawis that there are Moroccans like me, who are just unable to speak up.

Let us, as Moroccans, also not forget why we are in the Western Sahara in the first place: because King Hassan II was facing enormous political resistance from the left and needed to gain popularity and support from the Moroccan people. Let us not forget the economic issues that were caused by the war with the Polisario and by the necessary military expenditures to maintain this illegal occupation. Moroccans have suffered more from this occupation than they have gained.

To conclude, I have always loved my country. If you can quantify love, I can say with certainty that I love Morocco just as much as I did before. The only thing that has changed is the quality or the nature of my love which was transformed: I stopped loving the idea of Morocco that was given to me by the state. This idea, created by the Makhzen for the purpose of maintaining a post-colonial and modern nation-state, consisted of a pre-set “package of Moroccaness.” If you reject one thing in that package, you are immediately ostracized, immediately dubbed a “traitor” and an anti-Moroccan. The package’s most basic components are the belief in monarchy, the belief in God, the belief in Arab heritage as the most predominant and superior one, and finally the belief in a Moroccan Sahara. I reject every single one of these. I can be Moroccan while rejecting the monarchy, I can be Moroccan while rejecting Arab heritage and embracing my Amazigh heritage, and I can be Moroccan while rejecting that the Western Sahara belongs to Morocco. By rejecting these things, I am saying that I don’t love the Makhzen’s “package” but instead I love the peoples, the land and the many cultures that make up my country.
